It's not the first time I've been asked this question so I know there's demand out there so it's something we may look to put together in the New Year.
We'll just have to be careful judging what domains will be considered 'Australian oriented'. Your two examples would fit the bill no probs but there's definitely a grey area to consider.

Given the Purchase price + transfer fees + Renewal costs. How could anyone really make a profit from them in the foreseeable future?
Remember that all .com.au's purchased ,are subject to all the conditions of auDA. Including the provision that the names are NOT allowed to be purchased solely for resale. Names must be used during the 6 month hiatus period after purchased.
General reminder. auDA will and does delete names without warning if found to not meet the criteria for ownership.
All those .com.au's that don't even have park pages are currently being deleted .

au's aren't as expensive as many people think. You can get them for as low as A$25 for 2 years which equates to US$8.75 p.a.
My theory and advice for domaining within the .au space is to only register or purchase domains which you can see development potential. If you can, develop them to a point where they at least cover their costs, if not consider dropping them.
For me, if someone comes along looking to buy a domain then that's a bonus which will be considered at the time.
The only thing slowing down this progress is the curse of all developers - time (or lack thereof!).
I've never been a supporter of domain investment for the sake of investment alone in any extension. I can't see how it can be sustainable (eg LLLL.com). I think we, as domainers, sometimes get too carried away in this little industry and forget about what ultimately pays the bills - end users.
If we fail to create some sort of value for these end users (and this can be as simple as a parked page with relevant ads) then we'll lose this financial input.
So, in answer to your question, yes you can make money through domain investment in .au but not by mirroring the same methods used in .com (ie flipping between domainers, land rushes, buyouts etc) but by registering or buying with a view to end users.
Free registered .au's can still get great type-in traffic and, with some minimal development, stand a great chance to get search traffic too (unlike .com where it's just too competitive)
Everything you say about auDA is very good advice though & people should take heed...
