Shill bidding?

Hello, starting a new thread as I was throwing the other one a bit off topic. In the warnings page, there is something that says we are not allowed to fix our prices of our auctions known as shill bidding. I thought that the amount of an auction that was to be started at was at the descresion of the auctioneer? What exactly is shill bidding?

Shill Bidding is when somebody has their friends place bogus bids to make an item look like it has more interest that it actually does. An all to common practice unfortunately.
