I am interested in becoming a registrar for a new gTLD, however, I do not want to sell the domains. I want people to be able to get a domain (like username.mycompany) for free, and then it would basically act as a new way to access (www.mycompany.com/username).

Yes, I am aware of the high costs in doing this.

I am just wondering if ICANN allows this, as I want my company to retain ownership over all of the domains under this new gTLD and I don't want people to have any control over 'their' domain. It will always be pointed to their profile page on my company's website.

If you're talking about .yourcompany then you want to be a registry first. But if you're wanting to sell subdomains like user.yourcompany.com then you don't need to be a registrar

Too late for this go-round, wait untill the next time ICANN is open for business and you'll need plenty of cash to pay them off as well. The fact you're asking this suggests you're completely new to this and would probably do better contracting a company like Afilias to help you out with the details
