advice Registering an Abandoned/Cancelled Trademark Name

If a Trademark Status for a Particular Name either shows
"Abandoned-Failure to Respond" or "Cancelled-Section 8"
then, can that Name be registered as a Domain Name.

Yes, you can register it IF you find the original owner is not using it for their current business activity. That is, if the business is also defunct then go and grab the domain.

There is a LLLL.co trademark that expired recently, where justia says trademark abandoned, but company is still using it. I didn't want to touch it as I thought Someone let it expire for a reason I guess

Yes, he may still have rights under Common Law Trademark Rights. But even this right is contestable.
