Back on to topic- Getting a PR10 link isn't worth it. Its fine to stock on PR4-6 links along with other links. Just because you get a PR10 link doesn't mean your domain and website will be getting the same PR..

Takes at least 90 days for a PR update... so PR0 isn't surprising.
They have an Alexa of 30k which if legitimate is impressive for so short a time.
