The term actually has 320 Exact searches.

You need to click "Exact" under "Match Types" in the Google Keyword Tool.

There are many versions for New York -

New York
NY
NYC
New York City

Also, the GEO located first is more desirable.

I could see some value in a domain like NewYorkCupcakes.com, but not that much for a 4 word reverse order domain.

On a side note, the 14 character rule MicroGuy always quotes is a load of BS.
