This happened to me once and I found out later that it's because I had unused credits in my account (i.e. I purchased credits some time before but I didn't consume them all).

@DomainZombie Do you mean they indicated that - they would not do a transfer promotion again, or that they would not do the 1.99 coms promotion again?!
