I just regged a domain yesterday and emailed an end user.
The first end user I emailed replied quickly with great interest wanting traffic stats and an asking price. Do you have any advice since I have had only 1 view so far? Would you reply asking them to make an offer? What do you recommend? I don't want to ask too low or too high
Thanks.

Why don't you simply tell them that there is no traffic?

They can build a campaign themselves to drag traffic in, after buying.

Thanks,
I guess my question is more along the lines of would you reply asking them to make an offer or just shoot off a high price and be willing to negotiate? What do you recommend? I don't want to ask too low or too high
Thanks.

I would not say there is no traffic, but simply "I do not have traffic data at this time." After all, ce77 just bought the domain, he does not have any traffic data to speak of.

As far as valuation, well it really depends on the domain name. If it's a dictionary word with inherent value then you should determine for yourself how much it's worth before you enter into negotiations.

If it's a "brandable" name, not a true generic and with no type-in traffic, then just ask for an offer and bargain from there.

Good advice here, you should also take a look at the How to Find End Users Thread as there is valuable information in there about dealing with end users as well.
