Need a little brainstorming

Hello.
i have got a theoretical question, and would like to know what would you do if....
Lets assume, just assume, you have a big budget to spend and you have a brand new hand registered domain name with a little website with a blog on it.
What would be your technique/steps/company to hire etc, to bring not only the index page all way up in major search engines, but also to bring all other indexed pages from the website up. Visitor by looking for certain term in yahoo or google on a first page of results would see only links to this website.
Let also assume, that the keywords people are looking for, or term, without "" have over 10 mln results in google.
And another question what is theoretical quickest timeframe this can be done, if can at all, and what kind of approx budget would be needed?
I understand this is a crazy question, just interesting.
Any suggestion would be appretiated.

It all depends on the design of the site, On page SEO which could help it target the different keywords on different pages.

Next thing would be the keyword itself. If you are using that 10 mln competition then also your inner pages will be targeting other keywords to get ranked on. Variants of that main keyword might be used but that will also have some competition.

To get inner pages also indexed and well ranked each page will have to be given proper attention and if the script is going to handle that side then you will have to monitor the content from your side that it is worthwhile to remain on that page.
