Google fragmented results

Was just playing around with google search trying to find something and typed in webmaster as a term.

I noticed that the page is split into 3 sections. The 1st contains 3 results for the term I entered, the 2nd for 3 results for google webmaster and lastly the 3rd section contains 4 results for webmaster google.

Surely this is a potential problem for domainers and webmasters with regards to seo. A result that is potentially 4th through 10th is now a 2nd page result and of course 2nd and 3rd pages are pushed even further back. Surely if the user wanted results for google webmaster they would have typed google webmaster as a search term.

I noticed this a while ago, I don't like it. I suppose it could be useful for end-users, when trying to locate a specific thing, but for seo, it is very bad.

personally I think it is a bad thing for the user as well.

In this instant if I wanted any results to do with Google then I would have included it in my search term. Instead Google are forcing the term upon me.

Surely this demonstrates a lack of confidence in their own results. They should be confident enough that the top 10 results of the term should be relevant to what I am searching for.

By all means suggest other terms that might be relevant but don;t force results for a term I was not searching for upon me.
