wait, is FB paying $60M just to use the own/trademark the name Metabank or is FB getting into financials and owning Metabank's offerings and products?

I would say both.
Their direcction is to enter the Blockchain, crypto and NFT market. They have been trying for years with their Libra and Diem stablecoin, and they are currently testing sending crypto via Whatsapp.
So yeah the two scenarios I would say

The mark by itself, I think. $60M is quite low for a bank that was sending the COVID stimulus debit cards to millions of americans, making them their clients.
