Measuring how long a name has been dropped?

Was wondering if there is a tool or method for measuring how long a name has been dropped.

As an aside, was wondering if there are any general opinions on how long a dropped domain retains PR if it bought again.

It keeps it's PR until the next PR Update from Google. Try using DomainTools Whois History to see the last whois and calculate yourself.
