.info LL.info unavailable?

To my surprise I saw in a WHOIS service that several two character domains long registered with .com, .org, .net etc were still available for registration with .info. I find that very hard to believe, that nobody would have taken such names long ago. Is there some rule that .info domains come at a minimum of 3 characters?

I think it is minimum of 3c

less than 3c, officially not allowed to register..
