I'm sorry if this question has been asked a thousand times, but, could someone point me in the right direction. Is it legal to register the name of a business that you do not own, but suspect that they may be interested in buying a certain domain. Say that i registered a local restaurant that had a unique name.

it is legal if theres an approval with the owner.............
but i think its case to case bases.............................

Is it legal?. Yes, it is!.
But is it practical?. It all depends. You are technically cybersquatting or infringing a trademark (if the business has a trademark). Some folks get away with it and some pay a price for registering a name of a business and then trying to sell that same name to the business for a profit, there are several threads here in the legal section that will give you all the information you need.
