The title pretty much says it:

In general, what would be better for development: A keyword ccTLD ie shoes.sc or an aged .com ie something like "FFLLC.com" & aged maybe 15 years?

In this case id prefer shoes over a random old 5L .com

But usually I'd go com > all ,always

This was just in general. I mean, the .com could have been anything. Example: I own OneShotFitsAll.com, less than a year old. Assuming my .com was 15 years old, do you think it'd be better, for ranking etc., than photography.vc or similar? With Panda & Penguin in the SEO world, I really dunno if keyword.ccTLD is any better or worse than AgedButNotAKeyword.com

If it's a ccTLD with a strong local reputation (.ca or de or co. UK) then definitely the keyword ccTLD...
