Is this "search site" legal?

MOved this thread here. Before my blog there was no rockhoundblog or anything close to it(this was just created a couple months ago and my blog has been up for over a year). And I have always been the owner. All thoughts appreciated and reps will be given.

I did a google search for one of my blogs- rockhoundblog dot com and under it I found Rollyo. Does anyone know if its like a social bookmarking site. Its weird as its stealing my traffic when they can goto my blog and do a search. Is this legal and should I be angry? This is what came up under my blog at google for the search term "rockhoundblog":

It is putting whatever you searched for in the title of the page. If you searched "ASDFIAKDGJAJFAA" it would say "ASDFIAKDGJAJFAA com Search Engine. Discover, browse and search ASDFIAKDGJAJFAA com sites. A custom search engine featuring hand-selected ASDFIAKDGJAJFAA."

This isn't a legal issue, it is just a search engine trick and has nothing to do with your site in particular. Most of the sites that do that got banned a while back, not because it is illegal but because the sites are totally irrevelant to the search. You'll still see them show up every once in a while in the sponsored results though.
