Ok so I've read into copyright and everything but is it legal if you allow people to listen to music but not download?? Im thinking of starting a site that will allow visitors to listen to songs but not be able to download. Is this legal? An example would be www.bumrecords.net/dashboard/

I don't think it really makes a difference. BTW I can record streaming audio too...

Yeah, not much difference, since it's also downloaded to cache.

If they are able to listen, then they ARE downloading. Not in the sense of purposefully copying a file from the server, but they are still downloading it from a legal standpoint.
