Is it possible for one company to manage .cctld and other - co.cctld registrations?

Is such a scenario possible? I mean, in my country the .cctld registrar is a bully. They have the most stupid domain registration procedures, the names are expensive, but they are a monopoly and can do whatever they want. Things will get much more in line if they have a healthy competition, such as someone allowing co.cctld domains without a ton of bureaucracy.

Yes, it is possible. But still, I would say, no one goes for it. It's just too much effort for an end user. Not worth the effort.
