question Is it possible two registries to manage different variations of a TLD?

Sorry if my question is not quite clear. Let me provide an example. The current Registry for Zamunda's TLD .zmd is a dick, and in order to have a healthy competition, the management of .co.zmd is granted to a separate Registry. Is this even possible?

IMO, this is not possible, also I didn't see two registries can manage different variations of a TLD.
