Register a one or two Letter/Number domain name?

can we register a one or two Letter/Number domain name? whether its a tld or cctld.
or r there any restrictions on such registrations.
in many domain registration sites when i search for such name they say that minimun character length is 3.
y is this ?

if it is possible 4 us to register such name.....where can i do that( any cctld)....

I think ICANN doesn't allow it anymore unless you already hold one.

It is possible, you can try it with the .tc registry. I posted a list of available two character names in the available domains forum.
