Is it possible for a .ca domain to skip TBR? Can someone explain this?

I've been watching a particular .ca domain since it expired on 2015/01/02 and it was in redemption up until today when I saw it got registered? I was expecting this domain to go through the TBR process (which happens every wednesday). Aren't all .ca domains supposed to go through the TBR process?

With the 2005 reg date it looks like it was renewed before dropping, doesn't it?

Last week's TBR was an odd one for me too though. I got notification that the name I had backordered was not successfully caught. I checked the TBR results to see who got it... Nobody! I ended up hand registering in on the Thursday when all names were released.

Still has Godaddy nameservers, I bet the owner transferred the name out to 10dollar well after expiry

It was in redemption for 60 days, and I even called up GoDaddy and they said it was expired and beyond their control. I just wanted to make sure there was no BS or something fishy going on here that a registrar can just skip the TBR process.
