Is auction lock on all registrars?

I bought a domain name this week from NameJet pending delete. They sent it to eNom Central. I sold the domain already. I want to push it. They told me it's in auction lock until August 24th.

First, is there anything I can do to speed this up?
Second, if I would have bought it at SnapNames and sent it to Network Solutions, do they also have a 40+ day "auction lock" ?
