I know some people may think this should be posted somewhere else, but I don't see anywhere more suitable. The topic consists of questions on graphics, plot/character development, suggested publishing, etc. I didn't see a place suitable for all of that, maybe for only one or two of the subtopics, but if there is another place and I missed it, will a staff member please correct me?

So, my friend and I are trying to make a web comic, but we can't get around to doing a lot of it. The plot is still not set and we haven't really drawn anything. We want to make a one to two minute long video for it before it is released to gain some interest. I am not posting the plot or what it is about for a variety of reasons (mainly because it is not done) but if you want to know something about it, please PM me with a reason why you want to know, as explaining it here will divert the topic with things like "cool", "WTF?!", "that's dumb", etc. and I really don't want that.
I have a variety of questions on how to get various parts of it started and I am going to list them. I will gladly add Rep+ to anyone who helps me, because I really need advise. Please don't post comments such as "you're doing too much at once", "you'll never get it done", or anything like that. I don't want to seem like I want to be oblivious to the problems with my reasoning, but comments relating to me doing to much don't help because I know I am doing so much and I am setting my goals to high, and that is why I want help.
My first question, how would you suggest I set up a plot? We have bits and pieces of it put together and I don't want to open a Word document and type it all out, because it seems too dull and I find myself never using things like that. I want to find something more creative.
My second question, how much of what I do should I post? I have a feeling that once I think of something for the plot and when I do start posting the comic, I will immediately tell someone what will happen next because I am so excited. Also, even before posting a page of the comic, how much information about it should I give? Could this information be stolen by someone else and used to publish their own comic or book?
Third, to make the teaser video, I want to either use Flash animation or drawing frame by frame (which means I have to color each frame too). To do either of those, what program should I use? For Flash animation, I don't want to pay 700$+ for the program, but I am willing to pay like 200$ for something. Does anyone know what kind of Flash program is good for anime-styled animation? I want to use SwishMAX, but I am not sure. And does anyone know what software I can use to color in these anime-styled images (for both the comic and the video)? Again, I don't want to pay for something like Photoshop, but it is kinda difficult to use Paint.NET and GIMP. Is there something else I can use, even if I have to pay for it?
