I think what you're looking for will be difficult to find, due to the subjective nature of the value of domain names.

You'll soon realize that the people in need of a loan and the people who possess the domain name you're willing to lend against - are not the same people, at all. Not even close.
And even you find a few overlaps, they'll be too few to support a sustainable business model.

I believe it should not be too hard, especially if domain names are indeed assets as we all claim. So, why can't we leverage our assets to achieve our goals? If you're receiving lower offers for your valuable domain names and need cash urgently, you could consider using them to secure a loan. After repaying the loan, you would regain ownership of your domain. During this time, the domain would be held by the lender.
