GoDaddy W-8BEN Claim of Tax Treaty Benefits ITIN number for foreign individual

I'm a forigin indvidual residing in a country algible for tax treaty benfitis.
I read the form and instructions, and from what I understand, I need to file for an ITIN number in order to complete the form and be tax exempt.

I don't have currently an ITIN number, and they say it will take about 4 weeks to process.

If I file the form without an ITIN, will I be charge a 30% tax?
How should I procced?

I sold quite a few domains before getting around to filling in the W-8BEN form. There was never any withholding. I eventually filled in the form just because I didn't want to risk them withholding the 30%.
