Yes i know this as well, before Im a reseller of wwd and even using a proxy just to access my account there for Philippines's ip ranges are also blocked but now they removed it.

I emailed them repeatedly and asked some fellow webmasters living in the Philippines to help me as well by sending an email to them.

It's posted in another forum. The list was a email reply by a staff of GoDaddy.

Do you use GoDaddy's redirection service? The guy said he couldn't access the actual page because his country was blocked.

So Philippines is out of the blocked list? How many mails can make them do this? :td:

Just remember that every company has the right to refuse business. If they
got numerous fraudulent experiences that cost them a lot of money, why not
block them out just to save further potential losses?

Paypal banned users from certain countries (including mine), so don't be at all
surprised if you see more of these things happening.

Sure it'll cost them money in future business. But better safe than sorry.

Business have the right to refuse business? I don't think that is the case. Not sure how it works on the internet, but I do know that a store in the US cannot just ban you from buying anything. Illegal.
