Find domain registrant for Cloudflare registrar?

Hi,

I'm interested in a particular domain that is registered with Cloudflare. Since Cloudflare redacts the whois information*, they are hiding the registrant information. How can I know who owns the domain name?

*Note: WHOIS redaction is not the same as WHOIS Privacy. WHOIS Privacy replaces your information with proxy contact information. Redaction removes it altogether.

The only way to know is if the registrant tells you themselves, which means contacting them and Cloudflare does have a method for that:

How can third parties reach registrants?
As part of the ICANN guidelines, registrars must make available a method for third parties to reach the registrant without revealing the identity of that registrant. Cloudflare has made a form available, located here, where third parties can submit a message for a given domain on Cloudflare Registrar. Cloudflare will forward the message to the registrant email on file for that domain.

If you believe you have a legitimate interest to access the registration data for a domain registered with Cloudflare Registrar, send an email to [email protected], including your name, the entity you represent, the domain name(s) for which access is requested and an explanation of need for access.

I find it remarkable that ICANN on one hand requires the whois data to be complete and correct. They even have a form here where you can complain if you find a particular name that does not meet those requirements:

On the other hand ICANN does allow registrars like Cloudflare to offer incomplete whois data...
