If someone wants to register a .eu domain, can't he just make-up any old address and say it's in some european country? I mean, no one ever checks the addresses of .com's? Does the .eu registry send any mail to the address to confirm it?

It has to be a valid address. This will be checked through the national registers containig information about peoples residence.
If you want to obtain a .eu domain and you are not a .eu citizen you can use a proxy service.
