eTeen.com - Need advice on developing major teen site

I would like to develop major site for teens, using my eteen.com domain.
I have an idea of what I want, but have no experience at all in designing or running a website.
Am looking for company/designer (need to know teens life and marketing) who can help with the concept, design and maintenance. Any advice - what would be the best way to go ?
