How to develop serious Teen and Property sites?

I would like to develop 2 sites around two good domains I own:

eTeen.com

allproperty.com

I havent done sites before. Would like sites with info, forums and links, and place ads for revenue.
Am looking for:

a. good ideas of unique concepts and content
b. where do you find the right people to build the concept and not just design a website?

Well for teenage sites you want an idea that will stick. The other day I was browsing and found a whole site dedicated to sumber parties for girls. It had everything from what to pack to fun games you could play. I thought this was a fairly creative idea and it stuck well. Try to think of something most teens would enjoy, but never seem to find.
