How accurate are these appraisals?

Very seriously doubt it's anything close to 15K with a .cx extension, have you looked at any or the comparable sales of .cx that you give you a good idea of the value & if you already registered it what's the domain?

were sold for about $200 in the past.

I leave it up to you to evaluate the accuracy of such free appraisals.

There are many good/short keyword Domain Names still free under exotic TLDs but i would not register them as they are very hard to sell and normally have very high renew fees.

But you could try to develop a website und bring it up in Google with keyword "PDA". This will definately increase its value.

I sold GPS.cx for $125 a few months ago, and it even had a PR of 2(I felt lucky to sell it for any amount)..

I now completely stay away from such worthless extensions, I'd advise you to do the same...
