DO NOT submit domain, until instructed by escrow to do so. Payment submitted means nothing!

I don't think there is cancelation fee since it is not your fault, but I would lookup their website or beter yet call them. Not sure how come seller can't verify his/her account?

Seller is a company and seems they unwilling to share their roc document with escrow
