Email Harvesting and Strategies?

I have searched, but am having trouble finding resources about email marketing my domains.

Specifically, I want to:

1. Harvest email addresses for people who own related domains
   
2. Send them a brief notice that my domain is available

I will not be using bulk tools to send the emails, as I want to keep all my correspondence surgically targeted.

Hoping someone can recommend articles or threads that discuss this strategy. Specifically... how to collect the email contacts, dealing with private (domains by proxy), crafting effective sales emails, etc.
