Required to pay VAT ? I'm in USA what does this mean?

So I am looking at a domain listed on Sedo Auction and I see "Required To Pay VAT" listed on the sale. In all my years I have not run into this issue. Can someone tell me what the VAT price will be? The seller only accepts EUR so I'm looking to pay about 150 EUR as I am in the USA.

Can a registrar delete your account and all domains for any reason?

Just curious, has anyone ever had their account suspended by a registrar and lost all their domains for a minor reason? Do registrars have the power to do this sort of thing. Is it a good idea to keep your domains with multiple registrars if you have a large portfolio (e.g., 2K+ domains)?
