ADVICE: DON'T ORDER ANYTHING FROM ELSHAZLY

I hired him to do a job, design, xhtml coding, flash. He said it would be done in two weeks. So a few days later he gave me the first preview, pretty nice, the client didn't like the banner so he said he'd do that last.

2nd preview, he did some boxes, client said okay I guess, so he continued. The next day I messaged him that the client was looking at it and didn't like the green and it wasn't designed like he had wanted it. A while later he still had not changed it and just added a news section. Then after being afk for a long time, it's now the day before 2 weeks is up. I've now asked for a refund plenty of times. He tells me if hes not done by the 12th he will issue a full refund.

So by this time I decide I'm done with him, the day before it's all supposed to be 100% finished he now decides to take the initiative to talk to the client. I repeatedly ask him to refund the money as he cannot perform a quality design, coding, and flash job in a matter of one day.

He repeatedly says he will refund after 2 weeks is up. After a while admitting he cannot refund anymore because he spent all the money. Stating that I am the problem, and that even if it were the end of this 2 week period he wouldn't be able to refund the money.

Here is the conversation to prove this occurance... Please let me know if I am in the right or wrong here as I am sick of this little kid and his ignorance.

I know that we've had our difference and everything, but you have to see that you've been doing this job a lot slower then what you've done in the past. tough call,

send it to paypal, open the dispute, or try the charge back,

he cant say non refundable, its simple,

if i say to you i will make you a site today, pay me $200 and i'll get it to you, then i just dont do it, you havent delivered, he admits he hasnt delivered, so paypal should side with you,

as always, with these types of transactions, it should of been done 50% upfront, 50% on delivery IMO.

Reading that he seemed to me like he did not care much and that he could get away with it. contact when doing web design is key and from what i have seen that i snot the case.

He seems like its all a ride for him, why deal with someone who is still in school? Which type high school etc

Actually PayPal will offer you zero-protection for this transaction. You can try to issue a chargeback, but as long as it is digital.. I think it is really non-refundable.

Elshazly looks like little kid.. living on some scams and fake web design identity.. but who knows.. anyway, I am sorry for what happened to you, and thanks for the heads up :tu:

I dont see how Elshazly is a crook.
He deserves to be paid for the work he did.
He did make some changes at your request.
If you want more changes he should be paid for them.

What makes him look bad is:

1. He took his time getting started on the design. He should know the Customer needs to be kept updated at all times. Its not like after the deadline u turn up and "surprise" him with your "fantastic" design. It's business, not a childs play.

2. He threatens not to refund money.

3. All he is doing is talk. No show for work during the time the dispute is going. He needs to be humble.

4. He's badmouthing his customer telling him "he's on drugs"

5. You say he made the changes. But that is only the draft. After the work is COMPLETE and deal is sealed, if after that there are any changes, only those should be chargeable.

All this gives a bad name to online transactions and brings insecurity into the whole thing. The client feels desperate and his contacts with the final end user get ruptured.

I think he should realize its his fault and do somethign to rectify. If he doesent want to return the money, atleast be humble enough and not go screaming and calling names.

This is why it's always best to not pay up until the work is completed unless the provider already has an active track record of providing high quality solutions without any delay or interruption in service delivery for payment upfront.

He would also have a list of pre-existing clients and their testimonials to encourage you and others safe delivery of mentioned services.
