Domains that were auctioned but still have no content

I check dnsaleprice a lot and I would say about 70-80% of the websites that I checked that have been sold either have no content or are still parked. Some recent, but some going back years. Why is this the case? Is it because bidders back out, the domain is still being transferred, or is everyone just buying to park and re-sell?

i think it has to do with what the site caters to like what's the site's target audience? so pretty obvious it's catering to domaners, rarely did i see a domainer purchased a domain and develop it, usually they purchase or reg for one sole purpose that's to sell it at a good price to end users or another domainer who will sell it again to new owners and the cycle goes on.
