Domain Ownership Change Question

Hello Guys, Is it normal Practice for a registrar to request Proof of ID every time you need to change ownership of a domain?
Every time I request a change of ownership at Neubox.net I am always asked to send proof of ID. One time is cool but every time?
I only hold .mx domains with them. Or is this normal?
Any other Registrars do this?

While I have never used Neubox, I do know that there are some cctld's that do require some proof of local presence. .mx might be one of them.
