Domain name transfer???

bit of a noobi question here but im looking to set up a free website just to practice php and stuff on after looking at the links advertising the free web hosting companies i want to go with http://www.webdomain.com/ but the free one says i need domain name transfer required what is this???
and can i get on of them for free?

It means you need a PAID domain name, registered at a domain registrar
