Does this go for all domain transfers?

So I was reading how to transfer my domains to another registrant for Network Solutions. At the bottom, there was a category for possible errors within transferring, it said this:
The following are common items that can cause transfers to be delayed or failed:

The Domain Name has not been registered for 60 days - ICANN regulations state that a Domain Name cannot be transferred within 60 days of initial purchase, there is no way to bypass this regulation.

Does this go for all domain transfers too? Do I have to wait 60 days until after the domain has been registered in order to sell and transfer them to other registrants? Or is it only Network Solutions?

Because the 60 days hold on all new registrations is an ICANN rule, it applies to all Registrars. You can push the domain to another member at the same Registrar, without any problems. It's the transferring between Registrars which is disallowed. You can sell a domain as soon as it has been registered provided you push it to the buyers account at the same registrar. Which is one of the reasons domainers like GoDaddy so much, because everyone has a GoDaddy account, and so they can get around this 60 day hold :)

It's important to note that this rule does not apply to every extension.
For instance, ccTLDs.

There are also exceptions to the rule, for example a domain name that has been stolen can be reassigned to the original registrar before 60 days.

you have to wait for 60 days for transferring domain but can move domain and exceptions for country level domains
