Normally, you can transfer it away unless Netsol has a policy on recent holder changes.
The 60-day lock only applies to inter-registrar transfers.
A transfer within a registrar does not affect your ability to transfer away from that registrar... ie no time period extension or anything like that.
You can transfer away anytime.
I bought many domains at NetSol and transferred them to GD or Moniker right after receiving it in my NetSol account.

GoDaddy makes you agree to a 60 day lock for domain pushes but it is a violation of the Registrar-Registry Agreement.
Supposedly if you complain loud enough GoDaddy will release the lock.
