Does Pool.com know about every "about to be deleted" domain?

Hello,

I've been wondering whether the list that pool.com is the list of ALL to be deleted domains? What about back ordering? There isn't such as thing as FIFS (First In First serviced) service? When does an auction occur in case of back ordering? does the auction occurs within the back ordering service?
