Do Non-US domain sellers need to file US tax forms if they sell to a US buyer?
If yes, are there any marketplaces that automatically handle this? Other types of platform like Patreon manage to handle people's international tax obligations for them.

It depends on platform.
If US platform like Afternic/GoDaddy/Sav - then you must submit W-8BEN form.
