.de .de domain, Do I need to be in Germany for this

I live in India, can i buy .DE domain. Whats your advise.

If the holder (you) does not reside in Germany, then you must appoint a local admin-contact, some registrars will provide you with one, even for free.
But yes, you can own a .de.

Even I live in Us can not get .asia from godaddy or name ? not fair at all.
