Companies, government employees slandering accuse innocent victim of defamation

For nearly 7 years, a harmless domain investor has been verbally slandered in the worst possible way, with government employees circulating photos and videos of the domain investor, telling vicious false stories about her, to deny her fundamental rights, divert and steal her correspondence. Now to defend herself, the domain investor is posting clarifications on the websites about the ownership, the government employees are threatening webhosting companies especially in India and asking them to suspend the account, falsely claiming defamation.
Is this the standard practice worldwide or only in India government and IT company employees are shameless, audacious hypocrites?
