I do not recommend cheapest as you might face problems, and end up with some headache.

However, I suggest you go with namecheap (top quality, very fast) , or other reputable companies like godaddy, moniker, etc...

I have to agree with networkmsia. So far Moniker and godaddy are the best and stay away from 1and1. PM if you need more info
