Can someone explain Dynadot/Icann's grace deletion?

Im only wondering about .com's.

I read dynadot's page for grace deletions here:

I don't understand the part that says:
"ICANN limits the deletion rate for the gtlds (non country tlds such as .COM, .NET, .ORG, etc.). .IN domains also have this limit. If the 'Curr Rate' field is close the the 'Max Rate' field, your grace deletion may not be processed. If this happens, you have to keep the domain."

It says the Max Rate is 10% and the Curr Rate is 7.42%

Can anybody with knowledge of this help me out and explain what this means?

The grace period for newly registered .com domains at Dynadot is 118 hours. After this time has elapsed, you have to keep the domain.

Dynadot will also only allow deletion of 10% of all new .com domains registered during any given month. The nearer the current deletion rate is to 10%, the less chance your grace deletion request will be processed immediately. If your grace deletion request is not processed immediately, it will be queued until such time as more registrations reduce the rate so it can be deleted or the grace period expires, whichever comes first.

There are a few things about the queuing system which are useful to know (I only found out when I tried and failed to delete a domain I thought I would be able to):

1. The system will attempt to delete domains with the least amount of grace period remaining first, not necessarily those that were submitted to the queue first. So you may think you are in queue position 7 and you only have to wait for 6 other domains to be deleted. This will not be the case if more domains are subsequently submitted with less grace remaining.

2. The rate reverts to 0.00% at the start of each calendar month but this applies ONLY to domains registered during that month. If the rate for the previous month was at or close to 10% by the end of the month (and it usually is), your grace deletion request may not be processed, even if you delete at the beginning of the new month.

3. Just because you see the queue reducing doesn't mean your name will be successfully deleted. The queue reduces for domains that were removed because the grace period expired as well as for names that were successfully deleted.

Alright thanks WordsWorth, that explains it much better. Im still confused on how they determine when its at 10% though. I mean if you buy 5 domain names, and want to delete one, I guess they wont allow you to because 1 domain out of 5 would be over 10% (It'd be 20%). So I assume you'd have to buy at least 10 names before you could delete 1. Im still a little confused on that but I guess I'll have to figure that out as I go and take my chances. The rate is based on all .com domains registered vs those deleted by all customers at Dynadot for that month. Sorry if I didn't make that clear. For every 10 .com names registered by all customers, a maximum of one can be deleted.

So even if you buy only one name, if the rate is below 10% there's a good chance you will be able to delete. Conversely, you could buy 100 names and not be able to delete even one because someone else had deleted a ton of names, bringing the rate up to 10%.
