Your probably better off trying to find a custom cms that allows people to submit articles and tuts or get someone to code it.

PostNuke can do it. I use it for a press release website and an article submission website - ie - user can sign up and submit articles, leave comments, reviews, ratings etc all come with the standard install. Getting the extra little bits like the site you highlighted would take a bit more work but it can be done.

You won't find a CMS out of the box that covers everything that site has without some effort, but PN has much of it. :) Or you can go the route knivesforapro suggested but that costs $'s.

thanks for both replies
ok, will try out post nuke, i had read reviews though the PN db gets huge fast and eats up space, do you find this an issue
may I see your site that you use PN with

editing to add, RecipeZaar might be kinda over the top for what I want. we are looking to develop a site that caters to a certain country's cooking. main features that are critical: user profiles, forum, excellent category and sub category organization, user submit articles and a discuss button that automatically links a recipe to the forum
