Can I know is it worth it.

And can google panelize for this?

How are we suppose to report such sites?

Do google do anything abt it?

And what if someone try this against someone's Site permision.

Well I get spam comments on blog by some very famous websites.
Is this the reason why these site get good ranking?

if you spam a live blog and someone complains then its possible your host could shut your website down but google will not penalise you for it.
