That's a new one for me. I only use major US registrars, and I have never experienced such a thing. I've never heard of such a thing, unless maybe you changed the registrant info at the same time. In that case they could put a 60 day lock on it.
Is it a ccTLD? I wonder if it could possibly be a country specific requirement maybe? That's the only thing I could think of to justify such a rule.
If the registrar says its from the renewal try and confirm with another agent from the company as not every rep is well informed.

Roughly about a year ago AlpNames ran a sub $5 promotion on new .com registrations/transfers and renewals. During this time, we did mention on several occasions, the promotion was only possible on PDR credentials but through the AlpNames reseller chain.
Now since it's that time of year where the domains will be coming up for further renewals, anyone renewing these domains within our reseller platform will be transferred from the old PDR credentials back to AlpNames. Since the promotion has ended.
As you may know, new transfers trigger a 60 day lock, which is clearly the case in this matter.
