Disagree.
All my sales less than 1K EUR were told with price by me. Wrong. Wrong. I will never do it again. I was "happy" but I feel I "leave my money on the table".
All my sales more 1K (from 2K-5K EUR) were agreed based on the agreed amount in 3-4 iterations and in 5-10 times bigger than End user proposed me first or I could be happy with.
Very first end user offer is important for indication about person you have deal with.
I have to have it. Otherwise I prefer to wait other End user.
It's dangerous to say price first as well
At the same time if I would have some small portfolio (less than 20-50 domains bought cheap last 5 years) then I could probably accept low balls. It's not the case in my case

It depends on your appetite/experience/quality of domain name.
And it depends on appetite of portfolio you need to cover by your sales. Sometimes it's better to lose your potential Sale in 500$ but to have the chance to win 10.000$ or more...
